Regulations on vehicle inspection in 2020
Under the provisions of the Law on Road Traffic, auto shall only be permitted to join in traffic if they are complied with regulations on quality, technical safety and environmental protection. Accordingly, in order to roll on the road, cars must be periodically checked for technical safety and environmental protection (at the registry facility licensed by the Ministry of Transport).
Each year, the Ministry of Transport is likely to issue new regulations on inspection deadlines, so it is necessary to update accurate and timely information to avoid transgressing car registration delays.

1. INSPECTION PERIOD
From Appendix No. VII attached to the Circular No. 70/2015/TT-BGTVT, the inspection period of auto of all kinds, special-use cars, tractors, trailers, semi-trailers is specified as follows:

Notes:
- The first period shall apply only to new vehicles that undergo inspection for the first time in 2 years from the year of production.
- The number of seats of a passenger vehicle includes the seat of the driver.
- (*) The vehicles are modified for the purpose of changing their functions, steering system or brake system (except for the installation of auxiliary brake pedal); transmission and suspension system
2. Dossiers, procédures
2.1. Dossiers
According to Article 5.2 of the Circular No. 70/2015/TT-BGTVT, When driving road vehicles to a vehicle registry to formulate vehicle documentation, vehicle owners should present and submit the following documents::
– Formulation of vehicle documentation:
+ Present the original vehicle registration certificate, issued by a competent state management agency or one of the following valid papers such as a copy of vehicle registration certificate certified by safekeeping banks; a copy of vehicle registration certificate certified by finance leasing organizations; an appointment paper for grant of vehicle registration certificates.
+ Present the original valid certificate of insurance for civil liability of Vehicle owners.
+ Submit documentary evidences of vehicle origin, including one of the following papers: a copy of factory quality inspection note for vehicles produced, assembled domestically; authenticated copy of decision on confiscating for auction of competent authorities for vehicles which are confiscated for auction; authenticated copy of decision on liquidation for vehicles of defense, public security force; authenticated copy of decision on sale of national preserved vehicles.
+ Submit the original certificate of technical safety and quality and environment protection of refurbished road vehicles (required only for newly-refurbished vehicles).
– Information about login name, password and address of the website for management of tracking devices installed on road vehicles which belong to entities subject to installation of such devices.
2.2. Procedures
According to Article 8.2 of the Circular No. 70/2015/TT-BGTVT providing the regulations on vehicle inspection as follows:
Step 1: Organizations and individuals bring vehicles to the registry.

- Inspection unit shall receive, examine, and compare documents with data in the inspection management program. If it is insufficient, or invalid, the owner of vehicle shall be guided for re-completion (Certificate of vehicle registration shall be invalid if it is counterfeited; its contents are modified or erased; the validity term expires); if it is sufficient and valid, collection of charges and inspection and assessment shall be implemented in terms of technical safety and environmental protection conditions of such vehicle, and print the inspection record sheet by using the form stipulated in the Appendix III to this Circular.
- For road vehicles meeting standard of inspection, the vehicle registry shall collect a fee for grant of certificate. Hand over the inspection certificate; invoice of registration charge, fee of grant of this certificate to the owner and affix the inspection stamp for that vehicle.
- For road vehicles with only appointment paper for grant of vehicle registration, the vehicle registry shall implement inspection. If the vehicle passes inspection, affix an inspection stamp and grant an appointment paper to give the inspection certificate to the vehicle owner according to the Form specified in Appendix IV to this Circular. When the vehicle owner presents the vehicle registration certificate, the vehicle registry shall return the inspection certificate.
- If a road vehicle has defects detected after inspection, the vehicle registry shall print and send a written notification to the vehicle owner to inform the owner of such defects according to the form stipulated in Appendix V to this Circular for the purpose of repair or handling. If a re-inspection is required, the vehicle registry must post road vehicles that have failed inspection on the inspection management program; the road vehicle shall be allowed to be inspected at any vehicle registry
3. Inspection center address
All provinces and cities directly under the Central Government have vehicle inspection units.

4. Inspection fee
Based on theService Fee table attached to the Circular No. 238/2016/TT-BTC, inspection service fees for vehicles are as follows:

Note: Vehicles failing to meet technical safety and environmental protection standards must be maintained and repaired for re-inspection. Fees of re-inspections are calculated as follows:
– If the re-inspection is conducted on the same day (during working hours) as the first inspection, then: Exemption for re-inspection 1 and 2; re-verification from the 3rd time on, each re-inspection will be equal to 50% of the price specified in the above table.
– The re-inspection shall be conducted after 01 day and within 7 days (excluding days off according to the regime) from the date of the first verification, each re-inspection is equal to 50% of the price specified in the above table.
– NIf the verification is conducted after 07 days (excluding days off according to the regime) from the date of the first inspection, the inspection price is calculated as the first inspection.
– Vehicle inspection for the issuance of Certificate of technical safety and environmental protection (valid for not more than 15 days) is equal to 100% of the price specified in the above table.
– Testing which is technical assessment, quality assessment at the request of organizations and individuals is collected at the agreed price but not exceeding three (03) times the price specified in the above table.
5. Penalty for not inspection
Pursuant to Point c Clause 4, Point e Clause 5, Point c Clause 6 Article 16 and Point b Clause 8, Point c Clause 9 Article 30 of Decree 100/2019/ND-CP, penalties for late registration for inspection arel as follows:
